The largest town in Thurrock and its administrative capital, so the local economy leans on public sector offices, professional services and retail alongside Port of London industries.
A town centre in active transition: Thurrock Council has backed NewRiver's plans to demolish Grays Shopping Centre and replace it with a mixed retail and residential quarter of up to around 850 homes, and the Future High Streets Fund programme is funding new public squares at the High Street underpass and better walking and cycling links.
Retail gravity is split, Grays High Street serves the town, while Lakeside at West Thurrock, six minutes away on the A126, pulls regional shopping spend. That makes local, service-led and trade businesses the realistic high street tenants.
Grays had a recorded population of about 44,345 at the 2021 census.
